Daniel D. Crowley, Chairman
Dan Crowley was named Chairman of HealthSmart in 2009. He is the founder of Dynamic Healthcare Solutions, a firm that invests in and consults with healthcare firms. Through Dynamic, he has served as senior advisor to a number of major investment firms and has served on the boards of numerous healthcare companies and been a senior management advisor and interim executive for a variety of healthcare services companies.
Mr. Crowley was previously Chairman of the Board of Foundation Health Systems, Inc., now known as Health Net. Before that he served as Chairman, President and Chief Executive Officer of one of its predecessor companies, Foundation Health Corporation. Mr. Crowley came to Foundation from Blue Cross Blue Shield of Ohio, where he was the Executive Vice-President.
James M. Pennington, President
Jim Pennington joined HealthSmart in 2008. As President of the company, he has assumed functional responsibilities for all operations, sales and human resources. Mr. Pennington has a long history in the Employee Benefits arena with experience in all facets of delivering an integrated healthcare solution. Most recently, he was President and CEO of ppoNEXT, a nationally focused preferred provider organization headquartered in Dallas, TX.
Prior to joining ppoNEXT, he spent 20 years in Health Administration as President and CEO of USI Administrators, a fully integrated healthcare outsourcing company with care management, PBM and fully insured and self funded administrative services. USIA had offices in Texas, New York, Georgia, Connecticut, Nevada and California and was the employee benefit administration arm of USI Insurance Services. Mr. Pennington was previously President and CEO of Acordia National, the TPA arm of Acordia, an Anthem company, now Wells Fargo Insurance.
Mr. Pennington earned a BS degree in Journalism from West Virginia University and holds a Masters Degree in Safety Management from West Virginia University.
William Dembereckyj, Senior Vice President and Chief Financi

Bill Dembereckyj joined HealthSmart in November 2003 as part of CEO Ted Parker’s strategy to expand senior management’s capabilities in finance, accounting and acquisition strategy.
Most recently, Mr. Dembereckyj was President of Dallas-based New Life Treatment Centers, a $100 million sales company engaged in the healthcare, not-for-profit sectors and entertainment industries. Starting as the Corporate Controller of New Life eleven years earlier, he was significantly involved in the execution of New Life’s growth strategy during his tenure, including five acquisitions, three divestitures, four business start-ups and over $25 million in venture and senior debt financing. He was also integral in the eventual sale of New Life to Thomas Nelson Publishers (NYSE:TNM).
Prior to New Life, Mr. Dembereckyj was an auditor for KPMG-Peat Marwick specializing in the healthcare and insurance industries. He received his B.S. in Accounting from Biola University and an M.S. in Organizational Behavior and Strategy from the University of Texas at Dallas. He is a Certified Public Accountant.
Alex N. Arnet, Chief Sales Officer
Alex Arnet has 20 years of sales and sales management experience in the Managed Care industry. His successful track record in growing companies includes proven results at Prudential, United Healthcare, United Healthcare Administrators/Benesight and Great-West Healthcare. After United's acquisition of MetraHealth, he successfully transitioned the Rocky Mountain region into a top net growth region.
As part of the management team that took United HealthCare Administrators private, Mr. Arnet was instrumental in managing the sales organization to produce results to make United HealthCare Administrators (which became Benesight/Harrington) the largest independently owned TPA in the country with over one million members. Before joining HealthSmart, he was part of the management team that successfully launched the Specialty Markets division for Great-West HealthCare. The division was formed in late 2003 and added over 750,000 new members with over $100 million in revenue by the end of 2007.
Charles Busch, Senior Vice President of Sales
Charles Busch joined HealthSmart in 2008 and is responsible for leading the national specialty sales team. He also directs the marketing strategies for HealthSmart’s Specialty Solutions, which includes: Primary, Secondary, Workers Compensation, and Auto Medical Provider Networks; Care Management and Predictive Population Management Services; Pharmacy Benefit Management Services; and Fee Negotiation.
Mr. Busch is a strategic sales leader with over 25 years of proven results in the PPO, Healthcare Management, and Group Insurance markets. He joined HealthSmart following a successful career with Viant Health Payment Solutions that spanned over 19 years and was comprised of time spent with Beech Street, ppoNEXT, CAPP Care and Pacific Review Services, through a series of mergers and acquisitions.
Mr. Busch received his Bachelor of Arts Degree in Finance from California State University, Fullerton in 1983. His insurance career began in 1984, where he sold Employee Benefit Plans and Financial Services for Prudential Insurance Company, followed by a Group Health Representative position with The Union Central Life Insurance Company in1986.
Marc Zech, Senior Vice President of Benefit Solutio

Mr. Zech joined HealthSmart in 1997 (originally American Administrative Group) as Director of Information Systems. During his career at HealthSmart, Mr. Zech has contributed to the technology, operational and strategic direction of the organization and has managed administration of benefits, ancillary products, premium, enrollment and worker’s compensation, as well as running several integrated service centers throughout the country. His current focus includes responsibility for all of HealthSmart Benefit Solutions operations including HealthSmart’s integrated solutions, unique retiree health plan and Medicare administration platform, and ancillary administrative services (FSA, HRA, HSA, POP, COBRA, Premium/Eligibility and Form 5500 administration).
Mr. Zech’s experience includes operations, service and technology management in the administration of active, retiree and Medicare benefit plans, both fully insured and self-funded. Prior to joining HealthSmart, Mr. Zech managed systems for a regional TPA with prior roles in claims, customer service, premium billing, business analysis and EDI development. He has more than 18 years experience in the industry and holds a Bachelor of Science degree in Mathematics — Actuarial Science.
Eileen Romansky, Senior Vice President of Pharmacy, Analytics & Network Operations
Eileen Romansky is responsible for the day-to-day operations of HealthSmart Rx and Business Analytics corporate-wide as well as PPO Network Solutions including Claims, Customer Service, Client Service and Client Implementation. Ms Romansky joined HealthSmart through the acquisition of Interplan Health Group in 2007. She has held a number of senior executive roles throughout her 20 year career including COO for Interplan Health Group and CEO and Sr Vice President of Operations for The Chandler Group of Companies.
Ms. Romansky has held a number of board and advisory committee appointments and currently serves on the Board for Credentialing Corporation of America. Ms. Romansky holds a B.S. degree in Education from Ohio University, an Ohio Insurance Agent Licensed in Accident, Health, Life and Variable Annuities and is certified in Lean Manufacturing.
Lovie Pollinger, Senior Vice President of Account Management
Lovie Pollinger joined HealthSmart (through the acquistion of Interplan Health Group) in 1994. She has over 28 years of diverse experience in the healthcare and managed care industry. She has served in multiple executive positions with leadership responsibilities which include the start-up of two Preferred Provider Organizations (PPOs) and one Health Maintenance Organization (HMO) in the Central region of the United States. Prior to joining HealthSmart, Ms. Pollinger was Executive Director for Alliance Health Providers, located in Fort Worth, Texas and Executive Director of Accountable Health Plans of America, Inc. formerly located in Arlington, Texas.
Ms. Pollinger’s current responsibilities with HealthSmart include leadership and management of the Account Management Division. In this role, she manages the Account Management team(s) responsible for client retention, client service, implementation of new business, and upselling HealthSmart's entire array of quality products and services. Ms. Pollinger is a member of Dallas Business Group on Health, DFW Managed Care Alliance (served on Board 1988-1990), National Association of Health Underwriters, American Association of Preferred Provider Organizations and Texas Association of Benefit Plan Administrators.
Marci Conlin, Senior Vice President of Network Development
Marci Conlin has over sixteen years of experience in the healthcare industry and has been with HeatlhSmart since 2008. In her current role, Ms. Conlin oversees Network Development, Provider Relations, Affiliate Partnerships Credentialing and Provider Services.
Previously, Ms. Conlin has served as Vice President, Network Development for BeechStreet, a Viant Network responsible for network development, network operations, and provider relations for all product lines.
Prior to joining Beech Street, Ms. Conlin was employed by WebMD (Healtheon) Corporation as Director, Enterprise Transformation responsible for product management of PPO management systems and Private Health Care System, Inc. in Waltham, MA as Director of Managed Care. At PHCS, she was responsible for network development for both Health Benefits and Workers' Compensation networks.
Pamela Coffey, Senior Vice President of Care Management Solutions
Ms. Coffey is a Registered Nurse with degrees in Nursing and Business Administration. She is certified in Health Care Quality Management with subspecialties in Managed Care and Case Management through the American Board of Quality Assurance and Utilization Review Physicians. She has been involved in Senior Leadership roles in Managed Care for 25 years and has been with HealthSmart since 1997. In her current position she promotes a cohesive care management program that strives to balance the needs of the Plan and member throughout the continuum of care. Ms. Coffey’s expertise in operations and as a clinician is crucial in the development and success of the services offered by HealthSmart. She leads a diverse and dynamic team that proactively promotes predictive population management methodologies and strives to offer flexibility of design that meets a client’s individual needs.
Ms. Coffey is actively involved in the health care community and has served on several task forces focusing on wellness and healthcare quality. She promoted the recognition of Healthcare Heroes and service excellence through her service on the board of directors and as President of the Alliance for Healthcare Excellence. Ms. Coffey has an extensive background in managing Medicare and Medicare Advantage populations as well as structuring case and data centric disease management programs. She has spoken on Medicare Advantage Plans at Case Management Society Conferences and is often requested to speak on Industry norms and trends.
Jason Bielss, Senior Vice President of Information Systems
Mr. Bielss has extensive experience managing enterprise implementations of healthcare information systems, claims routing transactional applications, and claims re-pricing systems. He has a strong background in gathering, analyzing and defining business and functional requirements; process-mapping initiatives; data transformation initiatives, and designing/re-engineering processes, workflows and technology solutions for healthcare systems. He also has a proven ability to lead seamless implementations and deliver next-generation technical solutions that improve service and workplace productivity.
Mr. Bielss’ proven areas of expertise include application administration, strategic technology planning, data/business/systems analysis, data flow and process mapping, technical client implementation and support, software design and management, major systems implementations, and technical writing (manuals/system specs). He has a Bachelor of Business Administration degree in Management Information Systems from Texas Tech University in Lubbock, Texas.
James Kelly, Vice President and General Counsel
HealthSmart’s in-house attorney, James Kelly, has worked in the health care industry since 2003 when he joined The Parker Group. His major responsibilities include monitoring legislative activities concerning employee benefit and managed health care issues, overseeing the negotiation and production of company contracts and providing guidance on general legal issues.
Mr. Kelly received both his Bachelor of Arts and Juris Doctorate from Texas Tech University and is a member of the Health Law, Corporate Counsel, and Insurance Law sections of the State Bar of Texas.
Amy Willingham, Vice President of Human Resource

Amy Willingham accepted the role of Vice President of Human Resources for HealthSmart in 2008. She joined The Parker Group family of companies in 2006 as Manager of Human Resources in the Lubbock, Texas office. She has 17 years of human resources (HR) management experience. She began her career in HR in 1993 at Industrial Molding Corporation, a plastics manufacturing company in Lubbock. After a short stint with Cingular Wireless, she headed up the HR team at Alamosa PCS, a Sprint affiliate that owned 100 retail stores across the United States.
Ms. Willingham’s HR experience includes acquisitions, benefit design, benefit administration, policy administration, employee relations, training, wellness and employee communications. She and her HR department are responsible for implementing and executing numerous HR functions for over 650 HealthSmart employees in 10 offices across the country. She received her Senior Professional Human Resources (SPHR) certification in 2006.
Ralph M. Gill, Director of Marketing and Communicatio

Ralph Gill has over 17 years of marketing and communications experience in the Insurance and Managed Care industries. He joined The Parker Group in 2008 and began rebranding all of the affiliated entities as HealthSmart. His area of responsibility includes corporate marketing, internal and external communications, advertising and public relations, as well as designing, maintaining and facilitating distribution of the company’s web site, electronic and printed sales material, newsletters and press releases.
Mr. Gill’s insurance career began at The Millers Group as Communications Manager. He then took a similar post at USI Administrators, Inc. and subsequently took the position of Communications Director for PIMA (Professional Insurance Marketing Association). He received his B.A. in Communications from Angelo State University and is a member of the Fort Worth, Texas Chapter of IABC (International Association of Business Communicators).
